CUSAT Announces Dedicated Hostel Rooms and Gender-Neutral Facilities for Transgender Students

— Kochi-based university takes a major step toward inclusive and equitable campus infrastructure

Kochi | November 10, 2025

The Cochin University of Science and Technology (CUSAT) has announced a landmark initiative to create a more inclusive campus environment by allocating dedicated hostel rooms for transgender students and constructing gender-neutral toilets across its facilities. The move positions CUSAT among India’s few universities actively working to embed inclusivity into higher education infrastructure and policy.

Promoting Safety, Dignity, and Access

CUSAT officials stated that the initiative aims to ensure that transgender students can access housing and amenities in a safe, dignified, and non-discriminatory environment. The university has begun identifying suitable spaces within existing hostel complexes, while new gender-neutral facilities are being incorporated into upcoming campus development projects.

The plan aligns with the University Grants Commission (UGC)’s 2022 guidelines on transgender inclusion in higher education institutions, which call for proactive measures to create safer and more supportive environments for gender-diverse students.

Institutional Commitment to Equality

University authorities noted that the decision followed consultations with student representatives and LGBTQIA+ support groups on campus. It also forms part of a broader inclusivity framework being developed by the university’s Equal Opportunity Cell, which will oversee implementation and provide ongoing support to students.

A senior university official said the initiative is “a commitment to ensuring that every student, regardless of gender identity, feels a sense of belonging and safety at CUSAT.”

A Broader Shift in Indian Higher Education

CUSAT’s policy echoes a growing movement among Indian universities—such as Tata Institute of Social Sciences (TISS), University of Delhi, and University of Hyderabad—that are taking active steps toward inclusive infrastructure and representation for transgender students.

The initiative has been widely welcomed by student bodies and equality advocates, who view it as a model for institutional inclusion that other universities can replicate.
