Thousands of teachers and administrators from approximately 7,800 private self-financing schools across Tamil Nadu staged a “black-badge” protest on Monday, demanding the release of long-pending reimbursements under the Right of Children to Free and Compulsory Education (RTE) Act, 2009. The protest, coordinated across multiple districts, highlights growing discontent within the private education sector over financial delays that have persisted for years.

RTE Reimbursements at the Core of the Dispute

Under the RTE Act, private unaided schools are mandated to reserve 25% of seats for children from economically weaker and disadvantaged sections, with the government reimbursing the costs for these admissions. However, school management associations claim that reimbursements for several academic years remain unsettled, placing financial strain on institutions that already face rising operational costs.

Teacher associations reported that the delays have affected salaries, infrastructure maintenance, and student services, especially in smaller schools dependent on timely government support. The Tamil Nadu Private Schools Association (TNPSA) led the protest, which saw participation from across Chennai, Coimbatore, Madurai, Tiruchirapalli, and Salem. Teachers wore black badges during classes and at district offices to register their dissent while avoiding disruption to students.

Leaders of the association stated that if the government does not act promptly, they will consider further demonstrations or legal petitions to secure the reimbursements. They also demanded a fixed annual timeline for RTE payment disbursals to prevent recurring fiscal uncertainty.

Officials from the Tamil Nadu School Education Department acknowledged the grievances and stated that the reimbursement files are under process, with efforts underway to clear verified claims in a phased manner. They have also indicated plans to streamline documentation procedures to reduce administrative delays in future academic cycles.
