Patna, November 1, 2025 — The ruling National Democratic Alliance (NDA) in Bihar, comprising the Bharatiya Janata Party (BJP), Janata Dal (United) [JD(U)], and other allies, today released its joint ‘Sankalp Patra’ (Pledge Document) for the upcoming Assembly elections. The manifesto’s central pillar is a comprehensive plan to create over one crore employment opportunities through large-scale skill development and industrial growth, directly countering the opposition’s campaign centered on government jobs.
The manifesto was released by senior leaders, including Chief Minister Nitish Kumar and Union Minister/BJP National President J.P. Nadda.
Key Highlights of the NDA Manifesto:
- Employment & Skilling: The alliance promises to generate over one crore jobs—including those in the private sector—by conducting an elaborate skill census and implementing a ₹1 lakh crore Developed Bihar Industrial Mission, which will establish 10 new industrial parks and focus on sectors like defence manufacturing and AI hubs.
- Women Empowerment: A key welfare initiative is the promise to create one crore ‘Lakhpati Didis’ and provide assistance of up to ₹2 lakh under the CM Mahila Rozgar Scheme.
- Support for EBC Youth: The manifesto pledges financial aid of up to ₹10 lakh for Extremely Backward Class (EBC) youths starting self-employment ventures.
- Infrastructure: A major infrastructure boost is envisioned, including the development of new cities such as ‘New Patna’ and ‘Sitapuram,’ the construction of seven new expressways, and the upgrade of airports to handle direct international flights.
Prime Minister Narendra Modi hailed the manifesto as a “blueprint for the state’s progress and aspirations,” confirming the alliance’s focus on creating an Atmanirbhar (Self-Reliant) and Viksit (Developed) Bihar.
