Europe Faces Looming Teacher Shortage as Ageing Workforce and Attrition Deepen Crisis
A new report by the OECD and European education researchers has sounded an alarm over a deepening teacher shortage crisis across Europe, warning that the continent may soon face one of the most severe education workforce gaps in decades.
According to the findings, over 40% of teachers across EU member states are aged above 50, and a significant number are approaching retirement within the next five to ten years. At the same time, surveys reveal that many younger educators are leaving or planning to leave the profession within five years due to low pay, heavy workloads, and burnout.
Countries such as Germany, France, Italy, and the Netherlands are among those most affected, with some regions already reporting unfilled teaching positions across critical subjects like mathematics, science, and foreign languages. Rural and disadvantaged areas face the steepest shortages, widening educational inequities.
The OECDโs Education at a Glance 2025 report highlights that declining interest in teacher training programs and limited incentives for early-career teachers are compounding the crisis. Some governments have begun offering bonus pay, flexible hours, and fast-track training schemes to attract new talent, but experts warn that these measures remain short-term fixes.
Dr. Elena Moratti, an education policy analyst with the European Institute of Learning, noted that โEurope is at a crossroads โ without structural reforms to improve teacher status, working conditions, and professional development, schools may struggle to maintain quality education by the end of this decade.โ
The European Commission is reportedly considering a coordinated response, encouraging member states to adopt teacher recruitment and retention frameworks similar to those used in healthcare staffing.
With education systems under increasing pressure from digital transformation and inclusive education goals, analysts caution that addressing the teacher gap will be key to achieving EU education targets for 2030.
