Australia Introduces New Visa Rules to Rebalance International Student Enrolments

In a major policy development, the Australian government has announced Ministerial Direction 115, set to take effect from 14 November 2025, introducing new rules to rebalance international student visa allocations between regional and metropolitan institutions.

The directive, issued by the Department of Home Affairs, seeks to ensure a more equitable distribution of international students across the country, aiming to reduce concentration in major cities like Sydney and Melbourne while supporting regional universities and training providers.

Under the new framework, visa prioritisation will be linked to institutional accreditation, regional development goals, and compliance records. The direction also outlines stricter evaluation of provider integrity and post-study work visa eligibility — part of a broader effort to safeguard Australia’s higher education sector and maintain quality standards.

Education experts have described the move as a “strategic recalibration” designed to align immigration policy with regional skills and population needs. The government has emphasised that the reforms are not meant to restrict student mobility but to encourage diversified academic ecosystems and sustainable international education growth.

The policy follows concerns about over-enrolment pressures, housing shortages, and uneven economic benefits from the international education industry — Australia’s fourth-largest export sector.
