Tamil Nadu’s Private Schools to Hold “Black Badge” Protest Over Delayed RTE Reimbursements

Over 7,000 private self-financed schools across Tamil Nadu are preparing to observe a “black badge” protest on November 12, demanding the release of long-pending reimbursements under the Right of Children to Free and Compulsory Education (RTE) Act, 2009.

As reported by The Times of India, school associations say the state government has delayed reimbursement payments for students admitted under the 25% RTE quota for several academic years. Many institutions, particularly smaller and rural schools, claim that the delay has disrupted their finances and operations.

Under the RTE Act, private unaided schools must reserve 25% of entry-level seats for students from economically weaker and disadvantaged sections. The government is mandated to compensate schools for these admissions; however, associations such as the Federation of Associations of Private Schools in Tamil Nadu have alleged that the payment process has become erratic, with arrears amounting to crores of rupees still pending.

Organisers said that teachers and staff will wear black badges on November 12 as a symbolic protest while continuing academic activities as scheduled. The move is intended to highlight their concerns without disrupting students’ learning. They also warned that if no action is taken by the government, statewide demonstrations and school closures could follow in the coming weeks.

School representatives have urged the Tamil Nadu government to digitise the reimbursement system, ensuring transparency and timely fund transfers. They argue that consistent delays undercut the RTE’s goal of promoting equitable education access.

Officials from the Tamil Nadu School Education Department have acknowledged the issue, noting that reimbursement proposals are under financial review and that pending payments are expected to be addressed soon.
